    Municipal Corporation of Jalandhar (MCJ) has given the online option for submission of property tax to the owners. The property holders are given the facility of payment for the assessment year of 2015 – 2016 through the official portal of http://mcjpropertytax.in/. The owners can calculate their tax online by using the official website and can check the details of their pending amount of payment for tax. The MCJ (Municipal Corporation of Jalandhar) also installed the collection centers in the following zones and banks for the payment of property tax where citizens can visit for submitting their amount.
    • Collection Center 1 – Company Bagh (Main Branch)
    • Collection Center 2 – Basti Sheikh Zone
    • Collection Center 3 – Model Town Zone
    • Collection Center 4 – Garha Zone
    • Collection Center 5 – Dada Colony Zone
    • Collection Center 6 – Lal Rattan Zone
    • Collection Center 7 – Punjab National Bank (All Branches of PNB)
    The property holders can submit their property tax now to the Municipal Corporation of Jalandhar. As per the officials in the last financial year of 2014 – 2015 the department collected approximately Rs. 35 crore. In this amount all the defaulter and due payments were included. Now on this fiscal year the MCJ is expecting to cross the last year’s collection amount with including all the defaulters and due property tax amounts. As on the departmental person the department is going to use the system and format same as the last year by dividing the Jalandhar in 3 parts for collection of property tax. The citizens of Jalandhar can visit to the official website of Municipal Corporation website to check and get the details about these zones. The official departmental person Mr. Gurpreet Singh who is working as the commissioner in the corporation said that in this fiscal year the tax zones are same as the last year. For the tax payment the department made the simple formula of tax assessment. Every property holder can visit to the official portal for calculation of his / her property or house tax. The commissioner said that we are not hoping this year for good collection as many of the categories under the tax mode are removed.

    The people holding flat, shop, land, building or any other type of property under the Jalandhar administration can also use the online payment mode for submitting the tax payment or they can visit to the nearest center of tax collection. They can go to the above-mentioned centers where all the facilities for submitting the property tax are provided. If any person forgot to submit the tax don’t worry they can visit to the branch of Punjab National Bank (PNB). In next the official said that we are not sure and not yet any notification released by the administration for rebate in tax. In the last year the department provided the facility of 10% rebate for the due property tax amount holders. In the last financial year the department also gave relaxation for more than 45 thousand plots for submitting the tax maybe in this year they will have to submit their due amounts. Also in same year the MCJ charged 25% less tax rates on the commercial plots / units as per the before rate. The department also gave the relaxation to the 50 years plot for the tax payment in the last year. In the same step the 125 yards plot on which the multi-stories are made also not included in the tax system in same year.

    As the last notification released in the 31 December the department announced all the slabs for tax payment for property holders. In the last year the department made the deadline on the mid-January for submitting the payment through using the online gateway mode or through visiting in the tax collection centers. The department also had given the relaxation to the developed or developing urban area citizens in tax, which was, depended on the area’s civic amenities. After providing all these facilities and exemptions the department claimed that more than 50% people and property holders were refused to submit their tax even after sending the notice to all defaulters of commercial / industrial area property holders and non-commercial / non-industrial property holders in Jalandhar. The official said that this year we are not going to wait for too much time to receive the tax payments. This time the department is going to take the strict action and the owners can lose their properties due to pending tax amounts.

    The tax slab details in under Municipal Corporation of Jalandhar (as per the last financial year):

    Ø Property taxes for houses (except for 125 square feet one-storey houses) –
    For posh area section 1 – Rs. 5 per square yard
    For developed area section 2 – Rs. 3 per square yard
    Rest of the city area section 3 – Rs. 2 per square yard

    Ø Property taxes for flats (expect for 500 square feet under super area) –
    For posh area section 1 – Rs. 5 per square yard
    For developed area section 2 – Rs. 3 per square yard
    Rest of the city area section 3 – Rs. 2 per square yard

    Ø Property taxes for commercial buildings (constructed in up to 500 square feet super area) –
    For posh area section 1 – Rs. 4 per square yard
    For developed area section 2 – Rs. 2 per square yard
    Rest of the city area section 3 – Rs. 1.75 per square yard

    Ø Property taxes for commercial buildings (constructed in up to 1000 square feet super area or less but beyond 100 square feet) –
    For posh area section 1 – Rs. 5 per square yard
    For developed area section 2 – Rs. 3 per square yard
    Rest of the city area section 3 – Rs. 2 per square yard

    Ø Property taxes for multiplexes, malls and such type other buildings –
    For area sections – Rs. 15 per square yard
    Property taxes for marriage places –
    For all area sections – Rs. 6 per square yard

    Ø Property taxes for hotels having rooms up to 15 (without of any stars) –
    For posh area section 1 – Rs. 6 per square yard
    For developed area section 2 – Rs. 5 per square yard
    Rest of the city area section 3 – Rs. 4 per square yard

    Ø Property taxes for hotels having more rooms then 15 (having or no stars in both conditions) –
    For posh area section 1 – Rs. 9 per square yard
    For developed area section 2 – Rs. 8 per square yard
    Rest of the city area section 3 – Rs. 7 per square yard

    Ø Property taxes for commercial units in Jalandhar Punjab –
    Built up to 4000 square yard – Rs. 5 per square yard
    Build above 4000 square yard – Rs. 7.50 per square yard

    The house tax or property tax is the main source of income for the Municipal Corporation of Jalandhar (MCJ) department. Every citizen having the property or house under the state administration must have to pay the tax under the U/S 93 (B) Punjab Municipal Corporation Act 1976. As per the department’s procedure the assistant commissioner appointed as the head of the corporation. The MCJ assistant commissioner is also appointed as the superintendent and inspector of house tax section. After conducting the verification and collecting all the details of owner the property tax or house tax decided by the inspector. The officer checks all the value and rent coming through that property before deciding the tax amount. After the verification of all details and making report the inspector sends the report to the respective authority under the PMC Act 1976 and the authority works to send that to the property owner. In case the property holder is having any problem or issue regarding to the property tax in that case he / she can file objection in the Municipal Corporation department of Jalandhar within the duration of 1 month after receiving the notice for the payment of tax. For any type of object the property holder will have to visit in the MCJ office and have to file the request to the superintendent within the same duration as mentioned above. After hearing to the property owner the department will take the decision for total amount of tax for that particular property. After all these efforts still the owner is not satisfied and want more help through the departmental person in that case he / she can visit to the divisional commissioner’s office in the Jalandhar. Here the property owner can file the objection appeal again and can get the better help.

    Procedure of Calculation of Tax
    If the building / flat / property / house constructed under the rules and regulations of rented commercial or self commercial and getting the monthly rent as the Rs. 100/month in that case the owner will have to pay tax as per the following:
    • Rs. 100 x 1 year (12 months) = Rs. 1200 (twelve hundred rupees)
    • Relaxation of 10% for the building maintenance by MCJ = Rs. 120 (one hundred twenty rupees)
    • Complete calculated ARV on this tax = Rs. 1080 (one thousand eighty rupees)
    • Tax applied with the 15% rate = Rs. 162 (one hundred sixty two rupees)
    • Fire case tax addition as the rate of 5% (D) Category = Rs. 8.1 (eight rupees one paisa)
    • Fire case tax for commercial land / property = Rs. 00 (zero)
    • Grand total of tax payment amount by owner = Rs. 170.1 (one hundred seventy rupees)
    For the rented house / property / flat / residence you have to pay the following tax if you are paying monthly rent as Rs. 100:
    • Rs. 100 x 1 year (12 months) = Rs. 1200 (twelve hundred rupees)
    • Relaxation of 10% for the building maintenance by MCJ = Rs. 120 (one hundred twenty rupees)
    • Total payment of tax for ranted person = Rs. 1080 (one thousand eighty rupees)
    • Tax applied with the 10% rate = Rs. 108 (one hundred eighty rupees)
    The department has given 10% relaxation / rebate to the owners in house tax which are mentioned above in the D category. They only can get this rebate if they will pay the tax within half-month from the date of bill receipt.

    How to File Property Tax Return (PTR) in Municipal Corporation of Jalandhar (MCJ)
    The property owners will have to first calculate their tax online and have to check all the details before the filing the PTR online. The property holders can get also visit to the collection centers or can use the online system payment gateway through the official website of http://mcjpropertytax.in/ where they can submit amount online for due taxes. Here I am providing you below step by step procedure for submitting the payment for house / property tax in Jalandhar:

    Ø First go to the official website Municipal Corporation of Jalandhar or click to the below given link to reach on the official portal of MCJ. In the home page you will have to read complete terms and conditions and then have to click on the option of “I have read and I accept the Terms & Conditions Mentioned Above”. After that click to the option of “Click Here to File Property Tax”.


    Ø Now in the next page you will have to select the tax year for which you want to make payment. Here you can see year wise options, as right now three options are available with “Property Tax 2015-16, Property Tax 2014-15 and Property Tax 2013-14”. Visit to the below given link to get the year wise options for filing the property / house tax in Jalandhar.


    Ø For example you selected the second option of 2015-16 financial year’s tax payment you can get the below given link page. In this page first you will have to calculate your tax and then have to enter UID number, need to select the mode for submitting the tax amount from online or manual and in last have to enter the old receipt number of PTR for financial year 2014-15. After filling all these information click to the search option. After giving all these details you have to select the property type, have to fill the father / husband name, mobile number, e mail address and in last section fill the complete postal address and then click to the option of pay now.


    Ø You will have to follow the same procedure for the old tax payments. For the year of PTR 2014-15 you have to enter just old receipt number. In the old due payments you don’t need to enter UID number. Visit to the below given links to pay the tax for 2014-15.


    Ø Now if you want to pay the property tax for the year of 2013-14 here you have to enter some extra information as ownership type, complete details of owner (name, gender, age, mobile number, mail address, postal address etc.) with land type (floor number, property type, house number, colony name etc.) and tax calculation details. Visit to the below given link for PTR 2013-14 payment.


    For the online payment mode owners can submit the amount through using their credit cards, debit cards and online internet banking services. After filing the PTR the owners are suggested to take the printout of their receipt for future assistance.
